June 11, 2025, Pasay City — Travelers passing through the Ninoy Aquino International Airport (NAIA) can look forward to smoother, safer, and more efficient journeys as three key government agencies officially join forces to raise the standard of airport services and security.

In a major step toward improving the country’s main international gateway, Manila International Airport Authority (MIAA) General Manager Eric Jose C. Ines today signed a Memorandum of Agreement (MOA) with the Department of Transportation (DOTr) and the Bureau of Immigration (BI). This initiative is in direct response to the directive of President Ferdinand R. Marcos Jr. to raise service level standards at the country’s premier gateway—recognizing that passengers deserve only the best. The agreement represents a concrete move toward enhancing the overall passenger experience for both domestic and international travelers.

“This MOA reflects our shared commitment to delivering better services at NAIA,” said GM Ines. “By working closely with the DOTr and BI, we’re making concrete improvements that will lead to faster processing, shorter lines, and a more convenient experience for every traveler who passes through our airport.”

The agreement outlines a shared commitment to bolster security, streamline passenger handling, and enhance immigration services through greater collaboration and resource support. A key component is MIAA’s funding support for BI personnel at NAIA, particularly to maintain 24/7 immigration operations. Any funding will be carried out in full compliance with Civil Service Commission rules and all applicable auditing regulations.

To ensure these goals are met, the parties will form a Joint Technical Working Group (JTWG) that will be tasked to develop a detailed plan within 30 days. This plan will guide the next steps toward formal agreements and full implementation.

“President Marcos has made it clear that airports like NAIA must be globally competitive and reflective of the Filipino people's warmth, efficiency, and resilience,” said DOTr Secretary Vivencio “Vince” B. Dizon. “This MOA is part of that long-term vision.”

BI Commissioner Joel Anthony M. Viado added, “Immigration officers are frontliners in Philippine sovereignty and hospitality. This agreement ensures we can continue serving passengers as best we can while keeping our borders secure.”

The NNIC management, led by its GM Angelito Alvarez, welcomed the initiative, saying it embodies their shared mission to deliver world-class airport service to every passenger.
