Passengers are advised to visit the official website of their airline for travel guidelines, as the contract of carriage of each airline may vary.  Regulations on luggage size and weight limits, fees for excess luggage may also vary according to your ticket and/or destination per airline.

Bangko Sentral and Pilipinas (BSP)

Mandate 

The primary objective of the Bangko Sentral is to maintain price stability conducive to a balanced and sustainable growth of the economy and employment. It shall also promote and maintain monetary stability and the convertibility of the peso.

The Bangko Sentral shall promote financial stability and closely work with the National Government, including, but not limited to, the Department of Finance, Securities and Exchange Commission, the Insurance Commission, and the Philippine Deposit Insurance Corporation.

The Bangko Sentral shall oversee the payment and settlement systems in the Philippines, including critical financial market infrastructures, in order to promote sound and prudent practices consistent with the maintenance of financial stability.

Bureau of Animal Industry (BAI) of the Department of Agriculture (DA)

MANDATE

Act 3639 – An act creating the Bureau of Animal Industry, defining its powers and functions, providing for its personnel, making appropriation for its organization and operation, changing the name of the bureau of agriculture to bureau of plant industry, and other purposes.

Section 5 of Act 3639 – Animal quarantine, Inspection and Importation, Rinderpest Vaccine, Power and Duties of the Bureau of Animal Industry. The power, functions and duties vested in the Bureau of Agriculture by virtue of the following provisions:

Seventeen hundred and sixty two (1762) – Bringing of animals imported from foreign countries into the Philippine Islands; Seventeen hundred and sixty three (1763) – Removal of diseased animals from province to province prohibited;

Seventeen hundred and sixty four (1764) – Regulation concerning removal of diseased animals from infected localities;

Seventeen hundred and sixty five (1765) – Powers and Duties of Animal Industry relative to animal quarantine, inspection and sanitation;

Seventeen hundred and sixty six (1766) – Delivery of diseased animal to place of quarantine; Seventeen hundred and seventy (1770) of Act 2711 of the Revised Administrative Code of 1917 – Prohibition of bringing of animals from infected foreign countries

Bureau of Immigration

MANDATE    The Bureau of Immigration (BI) is principally responsible for the administration and enforcement of immigration, citizenship, and alien admission and registration laws in accordance with the provisions of the Commonwealth Act (CA) No. 613 or the Philippine Immigration Act (PIA) of 1940, as amended, and Republic Act No. 562 or the Alien Registration Act of 1950, as amended. Pursuant to Office of the President Letter of Implementation (LOI) dated 31 December 1972, the BI’s responsibilities include enforcement and administration of immigration and alien registration laws, as well as the supervision of immigration into and emigration from the Philippines. The Bureau is the exclusive government entity responsible for the implementation of immigration control (Devanadera, 2009) for the entry and exit of travelers, including their exclusion, deferred departure, apprehension, deportation and repatriation of illegal entrants. The BI is also mandated to implement strict departure formalities for international bound passengers pursuant to Republic Act No. 9208 (Anti-Trafficking in Persons Act of 2003), as amended by Republic Act No. 10364 (Expanded Anti-Trafficking in Persons Act of 2012), and its Implementing Rules and Regulations (IRR), Republic Act No. 8042, (Migrant Workers and Overseas Filipinos Act of 1995), as amended by Republic Act No. 10022 dated 27 July 2009 and other related laws. Moreover, the agency also reinforces the thrust and programs of the government in enriching international relations on border control and management domain; promotion of economic development; boosting tourism; and intensifying global efforts against transnational crimes, including terrorism.

Commission on Filipinos Overseas (CFO)

Established on 16 June 1980 through Batas Pambansa 79, the Commission on Filipinos Overseas (CFO) is an agency of  the Philippine Government under the Office of the President tasked to promote and uphold the interests, rights and welfare of overseas Filipinos and strengthen their ties with the Motherland.

The evolution of the Commission on Filipinos Overseas can be traced with the passage of Presidential Decree No. 442 (Labor Code of the Philippines), which was enacted in 1974, creating the Office of Emigrant Affairs, along with the Overseas Employment Development Board (now POEA) among other offices created.

The following years were characterized by a steady increase in migration, thus making it necessary to establish an independent unit which would constitute a local support network solely for Filipino emigrants.

In June 1980, Batas Pambansa Blg. 79 was enacted to strengthen the government’s policy on the promotion of migrant welfare and interest. It created the Commission on Filipinos Overseas which replaced OEA but retained and further expanded its mandate. The decree specifically identified Filipino emigrants as the recipients of its services.

The CFO registers and provides pre-departure orientation seminars to emigrants. It also promotes the transfer of technology as well as material and financial contributions from overseas for development projects in underserved communities all over the Philippines. It also provides younger generations of Filipinos overseas with opportunities to learn Philippine history and culture.

Overseas Workers Welfare Administration (OWWA)

Mandate:  By virtue of R.A. 10801 or the Overseas Workers Welfare Administration Act of 2016, the OWWA became a national government agency vested with the special function of developing and implementing welfare programs and services that respond to the needs of its member-OFWs and their families.  The OWWA is an attached agency of the Department of Migrant Workers (DMW) as per R.A. 11641, S. 2021.
